All of that is publicly verifiable on-chain, which is where anyone deciding whether to buy will look.
Yes, though where they end up depends on the network. On Solana and Sui they are uploaded to IPFS as part of the deployment and sit in the token's own metadata, so wallets, DEXs and screeners pick them up with no separate submission. An ERC-20 holds neither, so on the EVM networks the logo and links reach the charts through a DEXTools listing, which the form can submit for you in the same flow.

Liquidity is the launch
A meme coin with no pool is a contract nobody can buy. The pool size sets how much a buy moves the price, which is what makes the chart look like something worth holding or like an instant rug.
Whether the LP is locked or burned is the second thing anyone checks, right after the supply. Decide it before you promote, not after somebody asks.
Create meme token, then make it findable
The contract is the easy half. What decides whether anyone buys is everything it does not carry: the ticker, the logo, the socials and the chart pages people actually look at. A blank circle where the logo should be reads as abandoned before anyone checks anything else.
Where that lives depends on the network. On Solana and Sui the name, symbol and image sit in the token's own metadata and travel with it.
