Yes. It reflects the chain at the block the snapshot was taken. Holders who move a token afterwards are not retroactively updated, which is the whole reason to take one before an airdrop rather than during.
Feed it into the Multisender for an airdrop, use it as a whitelist, or weight a vote by holdings. It is a plain file with one row per address.
Reading a collection on Hyperliquid
HyperEVM is a young chain, which changes what a snapshot has to do. There is no mature indexing layer to lean on the way there is on Ethereum, so the holder list is assembled from the chain itself rather than from a third party that may or may not have caught up. That is slower to produce and harder to get wrong.
